Well, i'm not an expert or anything. Been there myself for just a few months. The way I started? I just run a tag search (after you log in, it shows on your dash right at the top?). So say you're a fan of Allison, you type allison and posts tagged like that will show up. You see one you like? You reblog it. And if you like the blog of the person you reblogged it from, you can just "follow" them. There's a button somewhere (excuse me if I'm vague, but I'm using a tumblr addon, called xkit, which is awesome. It lets you reblog/queue stuff easily, it adds functionalities etc) so I don't actually remember how tumblr looks like without it. *facepalm*
Anyway, you can track tags too. After you run a tag search, right in the search box you'll see a "track" button. Clicking on it, you'll track the tag so whenever someone posts a new thing, you'll see exactly how many new posts there are. You click on the tracked tag (for me, it shows up on the right sidebar) and you'll start browsing that tag.
Basically, all the posts that the people you follow reblog/post show up in your dash (that's where you do all the work, tbh). It's sort of like a friendslist? Except mutual follows are not easy to get. I mean, here or on LJ? If you friended someone, chances are they would friend you back. On tumblr? That's more rare imho. Unless you start making friends, which...well, it's harder than it was here imho. Tumblr doesn't exactly facilitate communication, you're right.
Oh wait. there are unwritten rules about tumblr. like you do NOT repost something. You reblog it, leaving whatever caption the original poster wrote. People sometimes add comments under the captions like you said; others prefer to comment on their tags. Me? I'd like to go with the first especially cos the OP can easily see what you wrote and reply back, but I always think I'm intruding? So I usually rant in my tags. Heh. There are more rules, only original post show up in tracked tags (say you upload your fanart for the first time and tag it "lydia" that post will show up in the tracked tag "lydia". But say 200 other people reblog your post, tagging it lydia. Well, those won't show up in the tracked tag. I'm not sure if I'm making myself clear here).
Anyway, this how I built my dash. I browsed a tag > found a blog I liked it > followed it> checked the reblogs there> checked the sources of the reblogs and if I liked them I followed them.
and idk, maybe I got lucky with the first few ppl I followed.
